Ideas for a scary haunted carnival?

An organization I’m in is planning a haunted carnival for a Halloween haunted house. We have a good amount of space and several people to use as characters. Any ideas for scary things we should do for the carnival? We have some money in the budget, but not a ton so no ideas that would cost thousands to execute. Thanks!
There won’t be any rides or anything. We were thinking more like you’d walk through the areas and see sideshow freaks, maybe a fun house, that sort of thing. It wouldn’t be a carnival, just a haunted house with a carnival theme. Hope that clears up the confusion!

    I’m not going to be very good at this, but here are some ideas:

    You can get fog machines at a discount store near you. Don’t go to Halloween stores, go to cheaper stores.
    Have cornstalks and hay bales, but have actors randomly jump out at people out of nowhere.
    I’m confused on how this will play out. Is this a carnival put on by kids that won’t have rides? Or is a professional business coming in with rides but you have range to change some things with the design?
    If it’s put on by kids, my ideas will work better.
    Caramel apples, of course.
    I read somewhere that you can get the "cauldron" effect by putting the punch bowl into a larger bowl. But in the bottom of the larger bowl place dry ice in it (use gloves and utensils, never touching the dry ice) and randomly adding more and adding hot water on it to get it smoking.
    Set up a "psychic’s" table with a crystal ball.

    If you have time, go to local haunted houses and get ideas from there.
    Sorry I can’t be of more help, but I don’t know what kind of carnival you are having. Whether it’s a rides carnival or if kids are putting it on and are in charge of food stands and entertainment stands.

    Oh. Ok, I get it now. Neither of which I was thinking of, is what you are doing. So it’s a haunted house, but the scenario is a carnival.
    So maybe somehow make roller coaster rides that broke off the tracks and people are killed in it. But you might be able to use real actors with this one. Something like use cardboard to make the cart, make it looked all destroyed from the crash (background be the full roller coaster drawed out) and make injured "zombies" falling out of the roller coaster cart and injured.
    Get an actor to play a creepy carnie (yeah, no props needed, they’re creepy already! lol) come up and start yelling and being scary and trying to get them to "play" a game, but the game is throwing knives at a person on a bullseye board. And have a real person acting in pain with fake knifes sticking out of them with fake blood.
    Think of some disgusting food and try to make food carts with it. The dry ice and hot water mentioned above could play into it, as well. Just search online for Halloween recipes and you can find easy recipes to make "fingers" and "brains" although it doesn’t have to be real food.
    Might be able to still do the psychic thing mentioned above, too, with a little twist to make it scary.
    Have one scene the freak show with the bearded lady and a disfigured man or something.
